Stella Link Flooding Committee
Committee Chair: None Additional Committee Members: David Curry Jane Greaves The board asked Council Member and Mayor Pro Tem Martha Castex-Tatum’s office to transfer Ditch 136 (The ditch running alongside the railroad tracks to the west of Westwood.) to Harris County. That request was denied by the County. The focus now is to get the City to dredge the ditch so that it drains the southern end of the ditch (Willowbend to W. Bellfort) effectively. This ditch takes Westwood’s flood and runoff waters to Brays Bayou. The storm drain/main underneath Stella Link has not been updated to handle the increasing development in the Stella Link Corridor (both sides of Stella Link from S. Main to the 610 Loop) since it was built sometime in the 1970s. The storm drain/main drains several hundred feet of S. Main as well as Stella Link. It was laid in when the east side of Stella Link was a field and S. Main was just a surface street without all the current development. All the other north/south streets (S. Post Oak, S. Main, Buffalo Speedway, and Kirby) have capacities over 70 square feet that carry Houston’s heavy flood waters to Brays Bayou. Stella Link’s capacity ranges from 4 square feet to 42 square feet as the storm drain/main traverses Westwood from south to north which is woefully inadequate.

The committee reviews and approves new construction and major home renovation drawings to ensure they comply with Westwood’s deed restrictions.
They work with residences and the City of Houston on deed restriction violations. And the co-chairs are currently designing a new sign for Westwood's esplanade.
